LESOTHO COLLEGE OF EDUCATION
Lesotho College of Education (LCE) is a public higher education institution established under the
Lesotho College of Education Act of 1997 and the Higher Education Act of 2004. The main
function of the College is to educate and train quality teachers for the education system of Lesotho
and for active participation in national and global development.
The College now wishes to appoint an innovative and highly motivated candidate with exceptional
financial management skills to fill the position of Bursar.
4 Year contract (Renewable once, based on performance).
Under the general supervision of the Rector, the Bursar is responsible for the general financial
affairs of the College and for the maintenance of all the accounts including records, files and
registers of the College.
a) Responsible for the general financial planning and management of the College’s financial
b) Prepares and manages annual budget of the College for Council approval.
c) Monitors all expenditure to ensure adherence to the approved budget and financial
d) Provides strategic leadership, guidance and support to the Bursary team.
e) Compiles monthly financial status reports and submits them to the Rector.
f) Ensures compliance of the College’s financial activities with National and International
Financial Reporting Standards.
g) Manages the financial aspects of donor funded projects and reporting to Donors as per their
h) Ensures the collection, accounting and banking of all College revenue.
i) Ensures efficient procurement, administration and control of stores.
EDUCATION AND EXPERIENCE
• Chartered Accountant, with at least eight (5) years of senior management experience.
• M.Sc. (Financial Management/Accounting), with at least six (6) years of senior
KNOWLEDGE AND SKILLS

f) Resource mobilisation skills.
g) Attention to detail.
h) Ability to work with relevant accounting software packages.
i) Financial Management.
