SECTION 1: SUMMARY
The Lesotho Institute of Accountants (‘’LIA’’) is seeking proposals (‘’Proposals’’) from
qualified marketing agency companies (‘’marketing agency’’) to provide marketing
services to LIA.
LIA Vision
LIA seeks to develop a compelling value proposition through advocacy and
enforcement of the law. The marketing agency should help LIA achieve this vision by
crafting and implementing the marketing strategic plan in line with LIA vision.
SECTION 2: SCOPE OF WORK
1. Brand Management.
Improve the perceived value of LIA and its designations.
2. Digital and Social Media Marketing
Improve LIA visibility on the digital and social media platforms.
3. Events Promotion
Maximize attendance and coverage of LIA events.
4. Market Research
Conduct market research to inform LIA value proposition.
5. Website Maintenance
Keep LIA website up to date and informative.
SECTION 3: MINIMUM REQUIREMENTS
1. The Company should be registered in Lesotho.
2. A valid tax clearance certificate.
3. A valid traders license.
4. Recent audited financial statement.

SECTION 5: GENERAL PROJECTS COMMENTS / STANDARD CONDITIONS
OF APPROVAL
The intended outcome of this Request for Proposal (RFP) process is to select the
marketing agency with the best proposal that addresses the needs of LIA. LIA and the
selected marketing agency will enter into a contract that will establish terms and
conditions, and further define the scope and terms of references.

SECTION 8: MARKETING AGENCY’S RESPONSIBILITIES
The Institute anticipates that the general responsibilities of the successful Marketing
Agency would include, but not be limited to:
Entitlements
The marketing agency shall be responsible for all aspects of the marketing including
developing the marketing strategy, brand design and promotion, conducting
stakeholder surveys.
Pre-proposal costs
The interested marketing agencies shall bear all pre-proposal costs relating to the
preparation of the proposal.
SECTION 9: PROPOSAL INSTRUCTION
A complete, concise and professional response to this RFP will enable LIA to identify
the marketing agency who will provide the highest benefit to LIA and will be indicative
of the level of the experience and commitment to the proposal.

The following minimum information should be provided in each proposal and be
utilized in evaluating each proposal submitted. To expedite the evaluation of
proposals, submittals should be no more than thirty pages. Proposals should include
the following items:
• Request for proposal submittal cover sheet.
• Detailed proposal on how the marketing agency will address the scope of work
under section 3.
• The marketing agency experience which shall include the following:
• The agency/ team’s statement of qualifications.
• A narrative description that expresses the agency/ teams understanding
of the scope of work. The narrative should reflect the respondent’s
strategy and implementation expertise, and understanding of the scope
of work.
• Resumes with related expertise.
• Description of the firm’s /team’s last three marketing agency contracts,
either completed or current.
o Experience in working with similar work.
o Ability to deliver results of similar contracts, similar size, scope,
and purpose in a timely manner.
o Description of any other completed projects (representative
examples) of similar types of projects. Include current addresses,
telephone numbers, and the names of reference contacts for each
project.
• Analysis of the proposed job creation potential.
• Standard statement:
o A statement that this RFP shall be incorporated in its entirety
as a part of the proposal.
o A statement that this RFP and the proposal will jointly become
part of the contract for this project when the contract is fully
executed by the marketing agency and the Institute.
The LIA will not be liable for any expenses incurred by marketing agencies responding
to this solicitation. All material submitted will be kept by LIA.
SECTION 10: STANDARD TERMS AND CONDITIONS
The Institute has the sole authority to select the marketing agency and reserves the
right to reject any and all proposals and to waive any informality or minor defects in
proposal received.
The Institute reserves the right to retain all proposals submitted. Submissions of a
proposal indicates acceptance by the proposing marketing agency of the conditions
contained in this Request for Proposal, unless clearly and specifically noted.
The Institute will not pay for any information requested, nor is it liable for any costs
incurred by the marketing agency in preparing and submitting proposals.
INTELLECTUAL PROPERTY

Any system or documents developed, produced or provided in responses to this RFP,
including any intellectual property discovered or developed by the marketing agency
in the course of performing or otherwise as a result of its work, shall become the sole
property of the Institute unless explicitly stated otherwise in the RFP response. The
marketing agency may retain copies of any and all material, including drawings,
documents and specifications, produced by the marketing agency in performance of
this proposal. The Institute and the marketing agency agree that to the extent
permitted by law, until final approval by the Institute, all data shall be treated as
confidential and will not be released to third parties without the prior written consent
of both parties.
RFP ADDENDA
The Institute may determine it is necessary to review part of this RFP. Revisions will
be made by written addenda and it is the marketing agency’s responsibility to
understand and comply with any addenda thereof. Addenda may be posted on The
Institute’s website, www.lia.org.ls, under Documents or Marketing Agency may
